I know some players only go to level 15 for travel and stop, but is it possible to just stay at level 2 or 3? You can't get attacked, so that would be nice.

You can get attacked anytime after the 14 day new player protection ends.

Is it possible? Yes. Have people done it? Yes.
Is it a good idea? No, not really. Level gives you HP, it gives you access to more of the game up to level 15. There is no low level protection from being hit, so you're more a liability than anything else.
