The official Properties Wiki states that if unpaid fees ( staff + upkeep ) amount to 10% of the property's original cost without upgrades; in your case (10% of 500M = 50M ), then your Happy starts taking a hit.

 

This is done gradually over a long period until it hits 0 happiness.

 

It provides a formula to calculate the rate at which your Happy is reduced. ( just plug in your values ).

 

if (upkeep >= 0.1 * property_cost): 

happy_reduction = (upkeep - 0.1 * property_cost) / property_cost * 2.5

 

Also, from the wiki:

If either spouse works in a 7* Lingerie Store, the upkeep and staff costs for the property they reside in are waived. (If you had previously unpaid fees, then your debt is not cancelled when joining a company, your fees simply will not increase.)

 

NOTE: If your lease ends or you move out of the property while you still have unpaid fees, the debt is converted to a Duke loan with the associated weekly interest. If this debt goes unpaid, Duke will retaliate by hospitalising you, putting bounties on you and listing you for player missions.

This is good info. I do have a question. My spouse leased our PI, but has been put in federal jail permanently. Will I have to pay the unpaid upkeep if I move out? Will Duke come after me for the debt?

you should pay it before it reaches 10 mill, this will prevent you losing all happy in this pi that you are renting, letting it go to large amounts wont fly.
