Figure out the order you want to use things.
Example:
If you always want to start with pepper spray, set that high. If you want to use the blowgun next for DOT, set that next, then Enfield til it runs out of ammo and Macana once you're out of ammo.

It depends on what your strategy is. For my loadout I want to fire off my Pistol first because it has Assassinate, and then follow with a temp and do melee attacks, leaving my Primary weapon available for attacking with.
If you want to lead with the Pepper Spray, set it the highest. If you want to lead with the Blowgun set it to the highest. I would importantly make sure that you set Reload to Off on the Blowgun, since you aren't going to want to be constantly reloading it.
I would not set two numbers high like the above suggestion unless you want it to be mostly 50/50 on the Blowgun or Pepper Spray being used. The way that the settings work is it adds up all the numbers entered and rolls a dice on it basically. So my attack settings add up to 126. A number is randomly pulled between 1 and 126. 1-100 fires my pistol, 101-125 uses my secondary, and 126 does a melee attack. So 4/5 times I use my pistol, 1/5 times I throw the temp.
With the 31/100/1/80 suggested, you have a total of 212. 100/212 you're firing the blowgun, 80/212 you're using the spray, 31/212 you're firing your primary. If you really want to lead off with the Secondary you should make it a much higher percentage. Something like 10/100/1/25. Now 100/136 times you're firing your Blowgun, 25/136 times you're using the temp, 10/126 you're firing your primary. Once you have shot off the secondary and the temp you're at 10/11 to use primary, so it's still very likely to happen compared to melee. You can swap the Pepper Spray and Blowgun numbers if you want to do them in reverse.
Unless you have good mods for the enfield I would just do would do 100 temp 30 secondary (with reloads off) 1 melee and 0 primary.
