the link is a photo that shows the issue. It says that i have enough army points for a promotion yet i have zero points. obviously not a huge issue but something i found. who knows, maybe i get enough points for a promotion by some time tomorrow.

The tooltip says you have enough working stats to promote. You still need to have sufficient Army job points for the promotion, and once you do the Promote button will be enabled.
