I just got this book from the Mission Rewards shop section and was wondering if it was any good? And what the best use case for it would be?

Lets just assume you already know what the best book in the game is. The book allows you to read the best book in the game twice. Of course it's a good book.
You use that book to re-read the last book you read ... so you want that other book to be the best one in the game.
Something like Ugly Energy, off the top of my head.
Considering it allows you to repeat the last book you read, it'd arguably make it the best book in Torn.
Fueling Your Way To Failure or Ugly Energy in my opinion are the 2 best books for Memories
Fueling your way to failure is the best book to use with memories and mammaries. But please check book guides first and plan out how to use them and save up for the required items it's expensive.
