Using Torn official app right now, my faction OC manager issued a payout for a successful Best of the Lot mission where the reward was the Mercia, he issued an 80% split straight to their balances which went through just fine but the vehicle reward would normally go to the Loot tab in the armory and its not there. There is also no log of anyone giving it away to someone else.
Also I have cleared the cache on the app, I have not tried a different browser yet.
You took the car out of the vault yesterday, you can use your faction search:

Ok I see what happened. The timestamp was throwing me off but I see now the vehicle goes to the armory immediately upon completion of the OC and not when it actually gets paid out. Thank you.
