RAW, yes, but there's big people that look down on it and could make your life in Torn unpleasant.
Very allowed.
I would say even encouraged. (As long as everything remains in the realm of the game)
Obviously you will make lots and lots of enemies. At your very low level bounties, prank items, and attacks can really hinder your progress.
There doesn't seem to be one in https://www.torn.com/rules.php.
Just a suggestion, though. Torn is a social focused game, so its rules based on FAFO enforced by the players themselves.
Try not to mess around too much, unless you're ready to find out.

Yes, but ... anyone trying to extort internet strangers on a game for pretend money is a massive nerd and needs to give their head a proper wobble.
A specification I don't see anyone pointing out:
Extorting others in ways related to game mechanics being used as intended, or information relevant to the game, is generally acceptable from a "legal" standpoint (albeit not a social one). Torn is a crime game; that is something you can certainly try to do.
Extorting others beyond that, such as leveraging real-world information against them, or finding out someone is rule-breaking and trying to profit off of that rather than just reporting them, is absolutely not acceptable from any standpoint (especially not a legal one).
Also, don't RMT, in case you're thinking of that. It should go without saying, but in case it doesn't:
Trying to get someone to pay you real-world cash in response or exchange for in-game items, services, "safety" or whatever, would break so many rules, if moral reasons aren't enough not to. Harassment, enticement, RMT... Just don't even try to do that.
