I'm the faction leader of a peaceful faction so please forgive me if this is a naive question. Just for fits and giggles, how would I declare war on another faction?

Sorry, I did a little bit of digging and it appears there was a time you could just declare war on another faction. It is no longer in use.

You can raid a faction.
