So we have won 4 wars now since gaining plat 1. And we haven’t ranked up once. Surly that can’t be right?

You do not immediately gain ranks (unless your faction ability estimate was way off or you were very close to the next rank compared to other factions) - you just go up and down versus all the other enlisted factions and if you increased enough places to be scored higher than factions in the next rank you will go up.
It was part of the whole re-work where your rank is based on strength and performance multiplier, instead of just "win and rank up, lose and rank down"
