I've read somewhere that there is an honor called 'Nice' requires you to have battle stats in which the number 420 and 69 appear 5 times. Is this true? Can anyone find the source of tbis information?

Why do you need the source? To show someone? The information is correct. I saw it in a easy merits list forum thread. However I never tried to find authentic source.
There is no official source for this since it was a merit introduced for the community to find out how to get. But it got discovered fairly quickly and is common knowledge nowadays. Pre posters already mentioned ways on how to get it, there is also a web page for that (I am not the owner): https://dobre.ftp.sh/nice_merit/
If you're a new player, this will do it. You need 5x either 420 or 69. At both at least once. Source: I've had the merit over several restarts.
Strength: 6969
Defense: 420
Speed: 420
Dexterity: 420
(So how do you increase your stat by only one point? Move to a shack and a lower gym, or if you really like efficiency math it out in Excel so you know exactly how much you'll get. This is really the hardest part.)
I got it pretty early, one thing to bear in mind is that the decimal numbers in the gym view don't count.

Question is there any issue if the numbers are seperated by a comma?

does that still count as 69?
That is fine. It just cannot be the numbers after a decimal place.
You need 69 and 420 in 1 stat and then 69 has to be in 3 other stats also,
example :
Strength : 69,420.39
Speed : 50,690.22
Defence : 55,269.35
Dexterity : 56,940.78
Any number after the decimal means nothing :)
It doesn't specifically need 3 more 69s.
It is purely "a total of 5 occurances of 69 or 420, with at least 1 of each"
Could be 3 69s and 2 420s, or 1 69 and 4 420s, etc.
I gained the really low stats by using vanity hand mirrors to lower my happiness rather than moving to a worse property
