The in-game time on chats etc is TCT (Torn Central Time) - click on the little clock.
It does not use your local time.
Right now it IS 21:38 TCT
By 21:08, do you mean the minute and seconds (21 minutes and 8 seconds) or hour and minutes (21 hours and 8 minutes)?
