How do you get the title outcast?
By receiving a lot of bounties
Do you know how many i would have to receive to get it?
There is no certain amount. It's all relative to your other statistics that determine different titles.
Mentions: stuck as a outcast ?
It's fairly easy to change your title when you're a new player, but it depends on your activity level and how you play of course. I'm guessing 20-30 bounties received could do the trick for you, but you obviously need more more all the time if you continue playing and want to keep the title.
Go into global chat and ask for money
are you sure that wouldn't get them the title loser?

You are an egotist which means you have placed a lot of bounties... You have placed 9 bounties... An outcast receives a lot of bounties... You have received 8... Stop placing bounties for awhile and let those people bounty you and it should change to outcast soon enough...
