Could anyone tell me if the system will only put missions on those that owe Duke money and are inactive.
All the mission targets seem to be those 10 days inactive plus. Why does it not assign targets who are overdue in payments but logging in daily?

It is currently only targeting inactives.It doesn't matter if you owe money to Duke or not
Probably not enough that kind of targets available?
