It all depends on what takes your interest, what kind of citizen you wish to be in Torn, do you fancy yourself being a criminal, a fighter or the executive? There are many combinations for the merits of which you won't be able to fill them all!

The problem is that everyone has a different playstyle; and the merits will reflect that. Some people might put points in awareness for example, and hope to find more good items in the city. Others might want to focus on combat, in which case they'd go for upgrades to max life and critical hits.
I think most would recommend at upgrading maximum life as a minimum though; possibly even critical hits. How you spend the rest of your merits will depend on how you wish to play this game.
I want to play as fighter. What would be my first priority as to where I spend my merits?
It's not as simple as that, as it's a long term game. You need to set some realistic goals and then you can use your merits in a way that will help you reach your goals. So you should probably read some guides and play for a few weeks and then come back with more specific questions if needed.
It is best to put merits on education reduction to begin with as education will provide you with many perks and help get you more merits as you complete them. Put some on bank too as filling that is important to help with cash generation. You won't need them on life/critical/stealth or stats to begin with as your battle stats will be so low that it wouldn't make much of a difference, maybe once they are all over 1m.
I recommend lowering education time until you have that maxed, and then increasing bank interest until you have that maxed.
By the time you've done both, you'll have enough experience to decide what you want next.

What is the maximum number of merits that you can ever acquire?
According to wiki the current max is 433.
Forgot you can buy up to 50 if you reach level 100.
So 483 at the present time.
Focus on critical hits, life, maximized weapons, best armours, education and company specials (eg kick etc)
