It never was like that. The amount that is safe decreases until the protection is totally gone after 12 hours.
I used to get mugged then next time i got mugged was 0$$ and it has been that way since I started playing Torn so was surprised to get mugged 3 times for $$ a lot too
it's never been like that as jussi stated, you get protection which decreases over time and then completely vanishes.
It's worth mentioning the amount that's safe right after being mugged is equal to the amount you had on you when you were mugged the first time. So, if you get mugged while you have 1m, afterwards (I think the first 6 hours cover the entire amount, then the next 6 have the amount decreasing to 0) you can keep up to 1m and further mugs will get $0. Any more than that can get mugged at the normal rate.
