I suggest trying to get any crime merits you don't already have.
For the PA, you'll want to continue to do safe crimes. Depending on the strength of the team, you may eventually be able to work your way into a position as a 4th. Unfortunately, as the system is set up right now, it will be impossible for you to reach the ability to lead them.
You can already join a PA team if you can find one willing to give you a spot, but the more ce the better. Kidnap mayor gives good ce and some money too. You won't find a safe crime that pays better if you really need the money.
