Ideally try looking for a company with low star rankings too, they might hire you.

On-topic:
Yes, there is always a shortage of employees so someone will hire you, but your work stats are probably so low that your options are limited. Best you can do is probably a 7* sweet shop or something like that.
You should start with city jobs anyways. Education, Medical & Law each give you a passive bonus once you reached the highest job there. The passive bonus is forever, even if you leave the job. Education is a % (i think 10%) reduce of all your further Education, and also gives you the option to trade in 10 job points for 100 in a workstat. Medical gives you the ability to revive people for 75 Energy. Law gives you a % increase in crime success (i think also 10%)
edit: i would suggest starting with Education, so you can boost your workstats.
