Okay so i used to play torn city roughly 12 years ago. I can't remember my username or what email address was linked to. is there any way of recovering it? I would recognise the username if i saw it.

If you remember absolutely nothing about it, you cant really do anything about it.
There's not much chance if you can't remember any of the details.
Go through the first 20k and see if u find ur old name.
Can you remember any old faction members?
Chances are that if it's been inactive for that length of time then the account could have been marked for deletion.
Not sure how you could forget your email adress unless you change it all that often...
'12 years ago'? Dude, that's like an eternity in internet time.
This is about as effective as walking up to strangers and asking them if they know your name - no, we don't.
If you can't remember your email, your name, your level... I'm not sure there's much worth in even pursuing the account. There's a fair chance that short or work stats or an ID, your account has likely no value.
Attempt to go through the account recovery process that is on the main site, but it is unlikely without having knowledge of the email you are going to get very far
