Received the mission today for Keeping Up Appearances:

Successfully mug 10xmore
Give them all of their money back.

Since they had no money, the mug was for $0 which I cannot give back. Stands to reason this should complete the mission but still remains open.

Someone had gotten to him prior to you likely for a mission, and mug protected him. It happened to myself a while back unfortunately, nothing was credited to me back then either.

Just wait 6houres and try again untill you get some cash and send back then

They have enough money on hand, you need to wait for a right moment when mug protection will be disabled.

Send him 50k then mug him? Maybe he is dry?

Have you tried just sending 1 dollar to him?

He was mug protected as other's have said. Although the mission text is a bit unclear considering I did mug him (for $0) and did send him the money back ($0). I tried to just send him $1 to see if that would complete the quest so I wouldn't have to burn another 25e to hit him, but that didn't work.
