Just get your whole faction mates together and make his life miserable and game unplayable.

And as a leader, youre supposed to only give trusted people access.

Sit on his account (in shifts), refreshing the page every few seconds, and don't let him out of the hospital. Learn to nab him before he has a chance to get anything done. Everyone in your fac should set their notifications to alert when he's okay and/or online. Bounties help, but they are definitely not enough. Keep your faction after him as a matter of reputation, and to teach alertness and attack skills. Every time he joins a faction or gets a job, contact the leader/director and tell them that they've got a scammer in their midst. Don't let up the pressure and, sooner or later, you will have your revenge. It's up to you to rid the world of scum.

Shitty that it’s happened, but there’s been enough warnings on forums recently about people doing the same. And someone with 100m networth and little to no activity will always make the most of something like that when given the opportunity.
