I could not open a chat with my friend TicoBrahe so I asked him to check if he had accidentally blocked me. He tried to toggle it by blocking and unblocking me, but it closed his chat box after he blocked me and whenever on my profile, shows "You have not met this person recently or they have blocked you"

And I tried refreshing and restarting my PC. I have not tried to clear my browser cache but I guess that doesn't matter with the blocked thing now

Update: Somehow got fixed automatically. I got onto a place, and even though I am blocked, the chat box opened up onto my screen

This happens if you left the chat window open an another idle device/browser and the chat windows go out of sync across other device. You need to open the idle device, close or minimize the window and you should be able to access the chat on your mobile. Alternatively, you can locate the person under Recent list and click the cross next to their name to clear them from the Recent list, this force closes the chat window on all idle/open devices.

The issue will be addressed in Chat rework which is currently under development.

Yep, I did try that. I use torn on like 4 different devices, and I did force close it from the cross in the recents. It still didn't seem to fix it.

Now it's fixed so not an issue, but just telling you since maybe you'd want to look into it :)
