He can go to Bounty Hunting Guild and pay any random person to do so. Since he's limited to only 10 bounties, he can hire anyone there and pay for the service. Example: He can pay me 4m for bounty you 10 times, I spend 10 bounties at 100k plus fees I spend 1.5m on you and still profit 2.5m. So if random people bounties you, now you know they were hired and there's nothing personal from that specific person towards you.
