So crits have a base modifier of 3.5x. If I have a weapon with 50% deadeye, does that become a 4.0x modifier for a 5.3x modifier?

The 3.5x modifier is only a base multiplier that is based on arm damage (1x). These body part modifiers are a completely unrelated thing to damage bonuses like powerful & deadeye, they are applied to the formula in a different position and nothing can change them.
Base crit is 12%. I would assume that 50% deadeye turns base crit to 18%.
Saw it wrong as critical hit chance instead critical damage modifier.
No it is a 50% modifier which takes the total critical hits modifier to 1.75x
deadeye affects crit damage not the base 12% crit rate
Haha, my bad then. Ah yes, increases critical hit damage. Monkey brain. :)
oh so deadeye is like an extra incend ammo bonus, but only applies on crits. The crit multi for body parts is separate and is not scaled by deadeye.
