I'm currently posting this with TornTools enabled.

I disabled TT and still have the same issue
Crime page gliches or fail to load sometimes and need more than one refresh to get it right
it shows
Loading chunk 644 failed. (error: https://www.torn.com/builds/crimes/644.44e91221248ccbc7.js)
or other stuff ... sometimes blank page

You have to either delete all cookies related torn from the browser settings or do a Logout from all sessions, exit the browser completely and launch a new session to resolve the issue. The issue has been reported here.
