Raag has helped to secure a foundation for improving my standing within the world of Torn. Couldn't find a related topic, not sure if it's been brought up before.
Weapon mastery merits (smg, pistol etc), could increase a procc chance on a rw weapon bonus, increments of .5% would be decent.
Eg. - 20% proc on weaken + 10 merits = 25% proc. (20 base + 5 bonus)
If its too potent, then it could work to make the procc percentage move towards the upper limit of procc allowance per archetype.
meaning if a weaken procc limit, on a yellow smg is 25%, and I roll a 15% weaken, my merits could boost it up to 20%. If it's not considered too potent, then it could be in theory 5% excess of what the typical limit per rw weapon archetype is.

feels like it for me. spawns have been scarce
how about some of that arcana fortae or whatever its called (maybe an elim variant - pound cake) for every X milestone achieved (whether team milestones/setbacks or hits/individual milestones). Could tweak it depending on if X team bleeds X tickets within X timeframe ( a multiplier of some sorts to make their struggle out of the bottom more interesting). Adds some additional E to the mix at no booster cost, you get some treats/goods out of it, which can discount or make your participation profitable.
Maybe have an inventory cap on it to prevent it distorting other events too much, but you can keep earning to at a reasonable pace during the active event.
Just an initial thought that could be fleshed out further.
