In my opinion some roles are easier, some are harder. The most important here is crime 2.0 experience which correlates with nnb. It is multiplied with stats(with cap) and skills(also with a cap).
May also be additive. Who knows.

I do not agree with you. It may take 21 people days in ideal world. But actually it takes a bit less than 36 people days.
It's not profitable for anybody to join crimes on early stage unless the payouts are scaled to time in OC.
Isn't it a problem of semi retired players who can't do lvl7-8? It doesn't take too much time to make a progress in Crimes 2.0

Our Break The Bank statistics has improved. We had a long losing streak at the beginning. Now success ratio is closer to expected 65%?
Honey Trap seems to be quite easy to fail.
Blast From The Past is best money maker.
We have 25% success rate with lvl 8. So probably 60 CPR is too low.

People with 100 skills in crimes 2.0 have higher CSR. So in order to increase CSR for lvl 8 crime we need to wait for new crimes 2.0.
Do not expect lvl 8 to be 1.5 PA. Most of PA members have checkpoint success ratio less than 70. So we are going to have ordinary fails and more common reduced reward. So our expectation mean is slightly above lvl 7.
The prerequisites stated for level 9 and 10 scenarios consist of separate, preparatory scenarios that must be completed before the main scenario becomes accessible.
Or as target in forgery like OC lvl 2 atm key.
Probably it's not a good idea to have any kind of progression transfers. Image some newbies do the progress and then on the final day whole teams is swapped to most experienced players. Sounds like exploit.
Is lvl 8 scenario "Break The Bank" implemented? Or we should wait?
I can answer. Previously people only needed to login daily and the rest was on faction leaders.
Now everybody need to visit faction page, choose the right spot/wait until it appear in the queue. And not forget to get required items.
It's a big step for an average torn player. As I see in our factions, some people don't bother thinking about their crime success ratio or items. They just join the most difficult OC.
Let the new system run for some time. Of course more engagement would be fun to active players, but this might also cause to OCs not being initiated because people haven't done their part.
I think it's not about Blast From The Past. At the moment we have 3 tier 7 crimes in recruitment stage and all others are easy crimes.
It's an improvement to UI. To make people not aware of these low chances compared to 99 as before.

I have a theory how success ratio is calculated. Old CE rank isn't important as for example I have lower chances than people with less CE, but higher natural NNB. Also people with high CE rank chances are not much better because NNB is higher, but the difference is low to active Crimes 2.0 players.
