Recommendation: Perhaps making them slightly more relevant and interesting to open by adding a chance a bank statement will be found which contribute to the new forgery crime would help increase availability of this required material.
Perhaps introducing weapon decay with the ability to pay to repair. Huge amounts of money would need to go into repairing weapons (or armor) which would motivate the need for RW and hence revivers.
