It doesn't work on every turn, only on the turn you use the weapon with the light equipped.
The effects only last for that turn too.
The accuracy effect is useful for attacks and defends
The stealth effect is only useful for defends.
Let's say I attack you.
Your primary weapon has the tier 1 light attachment (-3 opponent acc, -2 stealth)
My only weapon is a DBK with 65 total accuracy (I won't account for any extra buffs/debuffs and mastery etc for ease).
On turn 1 I use my DBK, you use primary.
For that turn, my DBK accuracy is reduced to 62 and my stealth rating is also reduced for that hit.
On turn 2 I use my DBK again, but you use a different weapon with no light attachment.
For that turn, my DBK accuracy is back at 65, and no reduction to stealth rating.
When attacking someone there is a stealth bar on the side which reduces with every turn.
The lower the bar gets the more likely the attack won't be a stealthed attack.
The amount it decreases per hit depends on the weapon used and its stealth rating.
The light effectively reduces the stealth rating of all of my hits used at the same time as your weapon with the light.
I'm not sure of the exact mechanism of how the reduction works though.
I couldn't disagree more with this armour take.
EOD is the best armour for any build.
In 1v1 situations 30% (ish) of the few hits that do get through will be fully mitigated.
In group attacks dex will be completely eroded by distraction so the 30% mitigation will be even more important.
Vanguard is decent in 1v1s but struggles in group attacks due to the erosion of dex from distraction - the bonus to dex % cou is for less and less the more people join the fight against you.

Its x14 def vs x64 for dex.
This is highly misleading though, because if you look at the graphs up until about 90 something % mitigation or miss chance the multiplier is about the same.
The is super important to understand fully because say you have a 90% miss chance against someone, you effectively would hit them 2.5 times over a 25 round fight for 100% damage.
For a 90% mitigation you would hit them 25 times but at 90% damage.
I realise that this assume 0 in the other defensive stat.
This might have been fairly even pre RW bonuses, but in the era of RW weapons the def guy will easily have multiple effects applied to him.
I don't really have much to add to the sure shot debate as I've never used it, but the misconception that def has such an advantage over dex because of x14 to x64 ratios is just wrong. Either people don't fully understand it or they use the 'x14 to x64' to intentionally mislead people to win a debate.

The HPCPUs are more powerful. So theoretically you would be able to crack more codes per nerve.
It depends on you rig set up as well.
Also check the slider bar to ensure its maxed out for your rig.
