I have the mission "Hide and Seek" that gives you 4 targets to hit, with an unknown one being your target. One of the 4 profiles it gave me was:
https://www.torn.com/profiles.php?XID=1115591who is permanently in federal jail and can not be attacked. I hope he is not my intended "Mission Complete" target.
