It can be quantified, but the rankings of top weapons do change depending on your attacking stats, your opponent's defensive stats, and your opponent's armour - as well as other factors such as company perks, faction buffs, temporary items, etc.
This Rage Yasukuni is VERY nice - it's the best single-bonus melee I've calculated across a lot of different scenarios, and also ranks highly in scenarios where it isn't the best. But it's not THE best damage-dealing melee in the game. Of the existing weapons I've seen, that honour is split between a deadeye/bleed DBK and a penetrate/empower Macana. Of hypothetical weapons, rage with penetrate or puncture on a Macana or DBK is the holy grail of pure damage-dealing melees IMO.
