I typed it out the first time, but yes too lazy to type it out again, or even refine the idea. The general thesis was 'turtle countermeasures' - that was some good input though.

*edit - stats dont decide the war. activity does, if the bad guys have monsters, throw a gang of noobs at em. push push push.. if you just turtle youre going to lose, albeit slowly and painfully - the idea is to have something to do besides look at a turtle, perhaps the edu guys could function as the sappers, drive a car-bomb into the hospital and take out one badguy at the cost of hosping themselves, there are many possibilities, such as the part where it doesnt even enable unless 70% of your guys are turtling and disables at 50%

Seen many people unhappu with the current state of RW, my two cents:

You can take a out a loan from Duke, up to 20% of the money you have made from crimes. You can also increase this by improving your Credit rating with Duke, which you do by paying back your fees on time. He charges you 2.5% interest per week on your outstanding balance. The maximum loan possible to have is $2,500,000,000.

Suggest adding a merit for maxing out loan shark credit. It certainly isnt worth anything else!

(I think maybe the mechanics for duke are not accurately reflected here, but the 2.5b cap is)
