A large amount of people can revive, yet there is a lot less chances then they should have to use this ability. There's too many people that sell them in trade chat, and yet few go to trade to get a revive. So where do they go when they need one? the hospital chat; I propose that those who have the ability to revive can always look in the hospital chat, even when not in the hospital.
