For the city jobs like medical, law and education, once you get promoted to the top rank, is there a wait time needed to keep the specials permanent? For example, I just received my special 10% reduced educational time for becoming a principal. Can I move to the next job without fear of losing my special?

So I just got my driving license to do certain crimes and was looking through other courses offered under General Studies. I discovered most of the courses, actually 7 out of 12, don't give you any skill from the learning outcomes other than some work stats.
I'm wondering if its worth it to get a Bachelor's degree in General Studies. The only reason I'm even considering it even is because my buddy encouraged me to get that degree for the 10% deduction in all future educational courses. So should I grind through these courses to get a bachelor's degree as my buddy suggested or is his advice just plain wrong?

I'm sure this question has been asked before so bare with me. I've never understood the importance of quality in weapons and armor because I understand that weapons and armors never decrease in quality.

I like the idea of doing crimes and ocs while abroad but I'd even like it better if we could do new crimes and ocs abroad. Maybe like embezzling money in Cayman Island or highway robbery in South Africa. There's tons of options you could choose from.
Another way of using either nerve or energy is to have education courses you could only learn overseas. Perhaps ninjitsu in Japan or metal smithing in England. Wouldn't it be awesome if you could forge your own armor or weapons to use or sell?
