I've had a very small loan for 30 weeks without getting the merit so maybe there is something else that needs to be fulfilled then just a loan over 12 weeks...

I can only agree in that it is worth trying doing PAs earlier than the guides states. We started our first team with what I would estimate around 90k and got ~40% success in 24 attempts.
But we had 7 fails in a row during that time so I'd say don't feel discouraged if you get a some fails.
