This is obviously crucial for game functionality, I don't know how Torn even exists without it.
If you miss with a throwing item or other ranged temp item, there should be a chance it hits
someone randomly in the game. Or create a new item that does this. Or just all bullets.
You're walking around Torn City, there is all sorts of mayhem on these streets!
If you go outside (currently active) there should be some risk, maybe not high damage or anything major.
I think this would be fun.

I would add that missing with a gun should give a chance to hit a random person with a stray bullet. Make an honor for it if you end up in the hospital via this method "Casualty", "Crossfire Catcher" or something like that.
Potential thoughts:
1. You attack someone in a faction (let's assume you have to go to a faction's territory, if they have territory) and miss. If the random chance to hit a bystander procs, the chance of hitting one of their faction members is the highest, followed by a random person in a faction next to their faction's territory, and so on down the line.
2. You attack someone not in a faction or someone in a faction without territory, everyone has an equally random chance (assuming that turfless factions and people not in a faction are spread evenly throughout the city).
3. You attack someone currently in the casino, item market, racing, etc. and miss, the people with the higher probability of being hit are people who are also in that area.
4. If someone ends up in the hospital via this method, it would be treated as a "leave" for hospital time purposes, and result in no respect lost or gained since they weren't targeted. Also it would not result in an "attack" or "defend" won/lost for the same reason (the person wasn't the target).
5. Damage done would be reduced by 25-75% so for the most part it would just be a minor annoyance (unless someone just emptied their life into blood bags and is sitting on 1 hp).
6. If you're involved in a group attack and miss, the chances of randomly hitting someone else in the fight would be drastically increased depending on the number of people involved in the fight.
