If the only alternate option presented is manual payments, then the UI should provide the names and frequency of those names for the 15 positions across the 3 step OC. Right now, the only viable way to do this other than manually going through OCs that finished up to two weeks ago, is some sort of developer driven API scraping.
Why we don't have an optional "Pay out $X to participants" box that you just...manually fill with a number, is beyond me.
If you're going to insist on paying OCs with random garbage we need to vendor to the city, its actual value is literally never going to be reflected in the market rates for the item.

Imagine complaining about a fed for longer than the fed itself was.
What if you allowed bartering in Bazaars? People could trade in items directly, and it would then serve an entirely different purpose, while easily existing alongside things like item markets and trading, without being a 'better' option in one way or another.

The Naval Cutlass has no market value, because not enough have been bought/sold to give it one.

I still maintain that 10 minutes of Dev time could fix this, with a simple text box that accepts a manual value to pay out OCs with. Pre-fill it with a suggested amount based on market value. Problem solved, forever, no matter what they do into the future with OCs.
Its really a question more of budget, than anything.
Goose Juice is better gains per dollar than SEs to absurd amounts of stats. Problem is an SE worth of Goose Juice is 125 days worth of boost cooldown.
So if you're struggling to afford an SE every 4 months, it probably makes more sense to just pound Goose every day, but if you have the income to do one every few weeks, you'll gain much faster with the SEs. Just obviously at the cost of it costing more per stat till you reach that breakpoint.

It was clearly unintended to work the way it did. Bonus hosp time while missing and/or reloading? People will find the oddest things to complain about sometimes.

I'm currently posting this with TornTools enabled.
When generating links for "Pay Day" to pay multiple members at once, the &select= values seem to no longer be doing anything.
Example: https://www.torn.com/factions.php?step=your&type=1#/tab=controls&option=pay-day&select=2137694 previously would have selected myself, while https://www.torn.com/factions.php?step=your&type=1#/tab=controls&option=pay-day&select=2137694,2006415 would select myself and my spouse, Obsession.
Currently, nothing is selected. Im unclear if there was some sort of undocumented change, or if its an actual bug. Looking through patch notes im not finding anything offhand that would suggest this has changed. I also swear we had the option to add to balance, which seems to no longer be there as well.
Its like people can't comprehend that for every crusty old washed up grumpy torn player spinning the wheel for the 20,000th time, there's several hundred noobs doing likewise.
Messing around with this a bit, looks really nice. Im well past happy jump phase so i'll let people in that range talk about that, but reviewing cans and xanax costs and whatnot on regular training, its fast and accurate.
Be great if you could simulate the happy loss with cans/training, maybe find a way to suggest candy/FHC usage with cans to maintain happy without losing too much booster for maximum gains? I imagine that would be a pain in the arse to figure out, which is why I want you to do it. lol

This is like being upset you're forced to spend the 20 dollars Grandma gave you for Christmas, so you quit mowing her yard for the summer in protest.
Your last idea there is a very good one honestly, resetting the cost yearly would cost more overall (seriously almost nobody spends points on merit resets) but it would keep it manageable.
