So a large number of multi/throwaway accounts have been fedded recently and they seem to have been created specifically for the purpose of throwing bounties. To cut down on this spam, maybe there can be a bounty restriction that matches the newbie protection timeframe? Maybe a restriction to level 5 or 10, or an age restriction of a week or so? Just a thought.

It is not working, no. I can enter all of the information but the button remains greyed out.
So for some reason it looks as though I can't place any bounties. When I click onto the bounty screen it shows I have 10/10 slots filled. However, when I go over to the open bounties I don't see that I have any posted. Just to be certain, I scrolled through all 54 screens looking for my name and didn't run across any.
To the best of my knowledge I haven't been banned from posting any bounties (if that's the case, nobody bothered to tell me).

If Torn is what you do to help stabilize your mental health, may I suggest dedicating your time and energy into finding a faction that you really vibe with and maybe keeping away from the forums? Start with a small community and work your way into the Torn-wide community maybe.

I've been in online gaming for decades (since the early 90s and text-based MUDs), and one day about five years ago I woke up and logged into one of those games to find out one of my best friends in-game had committed suicide the night before. Never met him in person (I'm in America, he was in Denmark) but we'd interacted on a daily basis for twenty years. Just goes to show you never know what people are struggling with RL and what they hide here. I never thought I'd be so devastated by losing someone who was letters on a screen, you know? We differentiate between in-game and IRL, but those designations don't always apply and it took losing a close friend to realize that.
So many others have said it, so I'll just echo:
