I just fought someone and hit repeatedly with my diamond bladed knife and pistol but every hit was mitigated. Why? Is there a specific reason for it?

I applied for a faction that isn't getting back to me, not accepting or declining, so I cant apply for another faction. Is there a way to cancel an application?
