(Possibly a stupid suggestion, possibly not, just a thought that came to me haha)
Raiding is purely destructive and therefore not really utilised that much, however, I think that it would be pretty cool if raiding was made to be more important.
My suggestions -
Raiding would have the ability of 'stealing' respect from another faction.
Raiding could only be done on a faction within a certain bracket of respect of the attacking faction.
A cooldown would occur after a raid for the faction raided to prevent absolute annihlation within a short time period.
A limit set to a percentage of max respect could be lost per raid.
To keep the destructive element of raids, the lowest bracket could result in destruction of the faction.
A time limit set to the raid to prevent the raid from lasting an incredibly long time and to give a slight advantage to the defenders if the plan is to simply ward off the attack.
Maybe a short warning period for the faction being raided, say 1 day to allow for preperations to be made.
The consequences -
The exponential growth of the largest factions could be slowed, perhaps allowing smaller factions to not be left completely in the dust.
There would be something on the line for a faction to gain and to protect.
Whereas in faction warfare where both sides can come out with rewards and terming is commonplace, raiding would allow for a higher reward for the winner in terms of respect but would also cause tension and possibly create enemies.
Alliances would form and shift.
Smaller factions could scrap to gain more respect quickly but make enemies in the process, increasing the likelihood or getting raided themselves.
There would be a higher sense of danger for factions
