How do targets get picked from missions?
I have, pretty routinely, been given targets WAY above me in level and stats. Is that normal? Is it just 100% random?

My stats are not stupid uneven. my total is around 300k. ALmost all of my mission targets are 5-20million
So all of my missions tend to be people with significantly higher stats than me. Like by 5+million stats. I usually cant touch them or Hurt them if i do touch them.
