I Think it's good to have some RNG in generating OC , forcing players to perform sometimes  unusual or suboptimal crimes.

I also Think that  scope should be a really limite resource, something you should grind for,  which in the current system is non

There's a delivery truck parked down the side of Bits and Bobs making a dropoff. You wander over and make idle chit-chat with the driver as he unloads crates of beer onto a trolley. "How come Torn sells beer in packs of 23?" you ask, "It's not even a multiple of anything!" The delivery driver shrugs as he hefts another crate onto his stack. "It's Torn City; nothing makes sense here," he quips, "Now move; it's Black Friday, and I'm busy as hell." As he pushes the trolley through the side entrance, the delivery guy stops and turns to you. "Please don't steal anything. They make me pay for losses," he adds before heading through the double doors. Sadly, this trusting bozo will have to fork out for the loss of one crate of beer as you swipe one from his truck. By the time you've polished these suds off, maybe you'll figure out why they sell them in packs of 23.
