Hey, not sure if it is only me or it has something to do with chat 2.0, but I've not been able to see the chat button on the bottom of my screen for weeks now.
I have torntools on my browser, but could not find a hide/unhide chat setting there either.

It doesn't matter whether I have one or multiple tabs open, or which tab I am on. I cannot see the chat button what so ever.
Tried clearing cache on my browser which did not help.
BTW, I can see the button and chat using my cell phone with Torn PDA. It just does not shown on my laptop.

Same issue here. Not fixed yet.
The problem for me is that I can't access the chat at all on my laptop. Whether it is Chrome or Edge or Firefox, the chat button just doesn't show up. There is just one note button on the bottom right of my screen.

The point is that, if you pay the upkeep you literally lose the 50m, while you could actually invest the 50m somewhere else. Chances are the capital gain of that 50m can cover your future upkeep so that it keeps at the 50m level.
Of course this is based on the assumption that there is no side-effect of owing <50m upkeep
