From my experience when I just started out, some pay for 10s, so you make 10 hits they pay, instead of to move cash for every hit.
Payments can take a day or 2 depending on their activity and whether they are busy with wars etc.
Just wait a bit, make contact again and make sure you both understand each other when and how payments work.

I didn't say his the best negotiator, but he will get better over time, learning what works and doesn't, while carrying valuable messages.
If he did that then he would have lost obvious value of the message, by revealing the name early would have dropped the price by a few million.
I don't see that as scamming, he thought he had an intresting message, then he tried to negotiate a price for the message.
He also broke no rules as he didn't break the block, but given op the opportunity to decide if he wants the message or not.
Go learn how to scam people for money

I hope you two can solve this, from the 1.5b does looks like he wants to repay the money. I know him for a while and it's sad that he used the money for something other than the bank.
For this it would have been cool if torn had a feature to flag bad credit people instead of direct scam shame
