Why don't we have mayor for TORN
He controls taxes, prices, etc..
He gets paid through taxes.(Not much Maybe like 1m-10m per day depending on the majority/gap he won by)
Citizens can rebel any time
He/She/They can resign anytime
Elections can happen every 6 months or 3 months
A person can become a mayor for only 2 consecutive times and after that he can't compete for 1 more elections and then he can do it again.
A small listing fee to enter the elections (50m+)
Maybe
People could bribe mayor openly or secretly to higher or lower the prices
This sounds like bankruptcy for many players but only items available in markets can be controlled
Markets in the city not the item market
Taxes tho are everywhere (He/she/they can control it)
He controls taxes, prices, etc..

See its similar to a company/
So it has to have capital to start
Start rating/ notoriety gives more higher lvl drugs
This will see a decrease in price for drugs I think tho
But daily production will be stored in the bunker/place where u set it up
If police know about it U will need to add defense or hide drugs or maybe even stop production to decrease the talk
Then U can continue as usual
This has to be like that other wise Rich people will get richer (obv they can spend more)
U can ally with other businesses to increase ur production
The selling process is not as usual where u sell in item market
But U have to get some special delivery vehicles and find clients and negotiate
This will keep the current drug price
U can get caught while delivering and the drugs will be gone
The Delivery time and route can be decided by U
Faster the route the more risky it is
And clients can stay loyal or u can change em time to time
but allying other drug dealers is a plus since it boosts productivity
You can hire NPC staff not player staff
U must manage finances separately like fuel, Wages, Electricity, so on....
