As a new player I could not find any path, guide or w/e how I could set myself up to make Billions with Halloween, figuring out that you actually need to invest quite a lot to be able to make billions in the coming years (or don't invest and won't be able to make a lot of money from it the coming years). So, I hope this helps out some newer players which are able to afford some. If any information is incorrect, please tell me, I will correct it!
In a nutshell
During Halloween event you can get a basket from sally's sweet shop.
Once you have that basket every attack you do and defeat someone you get treats in your basket.
The total amount of treats earned can upgrade your basket with perks, some perks enable getting more treats per attack.
Treats can be exchanged for random items which you can sell for money (sweets, ecans, alcohol), some perks enable the chance of getting more valuable items.
First year(s) you want to focus on upgrading your basket instead exchanging for items to sell. If you want to fasttrack this from scratch it's going to cost you 2x 500m first year(s), so 1B total in the first 2 years, where the following years you can make billions exchanging treats for items.
So what do you want to do?
You want to do as much attacks as possible to earn treats, battlestats or level doesn't matter, as long if you win. So can be super low targets.
DONOT Exchange treats for items unless your basket is upgraded in a certain way it gives you the most value for your treats. You dont have to turn in your treats in the event, they will stay in your basket as long as you wish and carry over to next year. So if you would focus on upgrading this year, you could turn them in next year once you gathered even more treats for max payout!!
First upgrade your basket to get more treats earned per attack (you can do this by clicking use item on your basket), then upgrade to get better item value for payout. (I will put a table in for recommended upgrade path below)
Use as much E as you can, so natural E, but also from xanax, items like FHCs or cans, job points energy, points refill (Shopping list below).
When will it be profitable?
If you'd follow the below recommended upgrade path it would take exactly 1559 attacks to upgrade to the point you can exchange treats for max profit. What does that mean in terms how long this would take, well it depends, if you're able to spend points for refills, or in a Candle shop, or w/e. Table below shows you a realistic optimal E amount for a single halloween event when you're approx 9 months old.

Technically speaking you could get 1876 attacks in 2 years, not even considered dark power, which means you have ATLEAST 317 attacks which obtains a minimum of 1.75 treats per attack to exchange for profit. Meaning you could break even or slighlty profit depending on your luck on your 2nd year of Halloween.
Maths: When you've followed the upgrade path below your treats are worth approx. 1.5M. with the above info you can have 317*1.2=380 attacks due to dark power. You can get 1.75 treats per attack with the multipliers and change (before getting nightmare basket which is 1.84 treat per attack). Meaning you get 1.75*380*1.5M = 997,5M, Aka you're break even in 2nd year of Fast tracking. 3rd year you can make 938*1.2*1.8*1.5 = 3,039B, So 3 Billion and 39 Million profit per year moving forward after 2 years of fast tracking!

I’ve been thinking about this whole ranked war thing for a while now, especially after seeing the idea about adding seasons. I really like that idea, and it also reminds me of another game I played a lot, Albion Online, that had the same problem Torn has right now, everyone avoided real fights and just played safe because it was the best way to get rewards with almost no effort.
In Albion they fixed it by adding seasons with a leaderboard. Factions got points for winning real fights and for holding territories (also territories would reset a few times during the season so it was up for grabs for anyone and as factions holding multiple you had to choose which you wanted to regain instantly and what you wanted to take on later, allowing smaller to pick up some scraps), and it worked kind of like an ELO system, beating someone above you gave more points, losing to someone below hurt more. So suddenly fights actually mattered because climbing the leaderboard meant something.
The big thing that changed everything wasn’t money, it was prestige rewards. At the end of each season the top factions got exclusive non tradeable stuff that you could only get for that season. Things like profile badges, trophies, icons, collectible mounts, unique cosmetics, that kind of stuff. If you missed it that season, you never got it again. People loved that and suddenly everyone wanted to push hard to win.
They also did something cool at the end of the season, the last month had x2 points, so the season wasn’t over until the last minute, you could still push for rank one and flip the standings. It created chaos and hype instead of boredom.
I think something like that could work really well in Torn. Keep the current rewards the same, but add a seasonal competitive system on top where you earn points from winning real wars and from holding territories, and where there is a live leaderboard everyone can see, and where exclusive prestige rewards are given at the end, like trophies, badges, icons, merits (for each season), temporary perks, things like that, and points are doubled in the last month.
If you do that, you don’t need to punish terming. Just make real fighting the best way to score points, then terming becomes useless if you want to win the season. People will actually want to fight, push, defend, recruit, plan, betray, and do all the stuff that makes the game fun instead of everyone doing safe terms forever.
Im curious if top factions/players are willing to go for wins because of this. Let’s be real, half of Torn is just measuring E-penises anyway, and a leaderboard is the perfect place to show who is on top, people might want to push crazy for that.
I’m not saying this is the perfect or complete solution. There are probably things that need changing or problems I didn’t think of. But I really think this idea/perspective is worth exploring. Let staff look into it, get feedback from the community, check data, and see if factions would actually fight for wins instead of terming if a system like this existed (go survey or something like that).
