Yes you should do them in order of top to bottom, left to right
Focus on getting the money for now and then buy those trains, it’s the most efficient way imo.
You should switch your job to something like a sweet shop that gives better pay per day (through job specials) and save that money for your INT trains.
Use travelling, ranked wars, trading or mugging as a method to fund your battle stat training.
And remember torn is a marathon not a sprint, the game Isint designed for you to progress super fast.

How is he targeting you? A couple of bounties are not the end of the world. Just deal with it, try to resolve the situation in a calm and polite way, and then move on. If he wants to keep at what he is doing let him, it only hurts him financially. Most people tend to forget about short term arguments like this relatively quickly in my experience.
Also, stop trying to beef with everyone who does not agree with you, it will get you nowhere in torn and nowhere in real life as well.
