Nice to see that mugging still exist and that some are willing to take it to the next level. I wish more aspect of the game evolved around lurking and attacking.

When you want to create enjoyment and traction from both old and new players you need to level the playing field.
You cannot nerf old mechanics because that would be awful for older player. But you cannot rely on old mechanics that will be heavily farmed and over dominated by older player.
Why not implement a new mechanic. For example individual respect or individual related score. This one could either fill up to a 1000 and grant access to specific features or not be capped but move aggressively based on your actions and the actions of others.
-If you hit non-mission deserter you would lose respect -If you hit much lower BS players you would lose respect -a faction war without much of a fight would incure a temporary debuff to the max respect you can get or a 5% loss -Acquiring new territory would temporarily increase the max cap of individual respect of a 5% increase -Winning races would give respect -Having a high number of sells in your bazaar would give respect (richer players could therefore sell at an even lower rate just to increase this stat)
The list could be endless.
But the point would be that this score would fluctuate and would be hard to maintain at an all time high. There could be a daily loss of 5% respect meaning that you could not just sit iddlely at the top Players would compete daily/weekly to be in higher tiers and be granted small advantages that could change over time. +10% gym training efficiency, +20%bank interest, access to a specific gym, given a random item as well as honor bar, titles.
The overall idea is that it'd be feasible for newer players as well as older players to interminently be at the top by modifying their behavior and how they play the game. Achieving top one for a single day would be a real feat and require a lot of planning and be a goal on itself.
Because the "individual respect" would be intermittent people could not just lock the state of the game and actually have to adapt and modify their behavior.
You could have the upper tier respect have higher bonus then the midlle tier
And faction would play a moderate role in enabling player to reach higher indibidual respect.
It would give more goals for both new and older players alike.
Devs could tinker with this feature to push gameplay in different directions. You could increase rewards, or increase one way of generating respect to influence how people may play the game. These could change everyweek from a pool of possibility
People that do not wish to participate would just forfeit their possible amusement and perks while not affecting them that much.
