How do I keep ending up on the bounty list, cant seem to do anything due to constant hospitalization from back to back bounties. Is there a system in place to have a way to block being constantly bounty targeting so I can actually do something in the game?

New to torn and im looking for a faction. Im active at night eastern standard time. Still learning and would need to get help understanding how to operate as this is my first time playing a game of this nature. On the game I am employed through military and currently working on completing sports science for stats. Any help is appreciated. Thanks.
