My "addiction" is at -21 right now. Yet our rig is at 10* and fluctuates between 8 and 10 stars on a regular basis. I'm never "told" to rehab.
It comes down to your director knowing what they are doing and your work stats being high enough. If you have $hitty stats, be prepared to rehab regularly if you want a decent job. Its pretty simple math.

Starting SE's around 2.5 bil if I remember.
Edit: sorry, just looked at actual data. Started with SE #2 at ~4.3b. My estimate was a bit off...
For sure depends on the build. I'm pretty worthless against high defense or dex straight up, but with the right booster roll & temp setup I can hit pretty big. Definitely more of an offensive build than a defensive.
