Would this then mean that if a developer is looking for an accurate source of, or reference, data then they should be scraping content from the game itself rather than rely on the official API provided specifically for that purpose?
Where does the idea that the captchas are a punishment come from? Temporary Fed until it had been manually investigated would be a punishment.
Allowing the player to continue their usual activities, while being mildly inconvenienced (or massively, if the player is attempting to automate actions or 'cheat') seems like a pretty fair trade-off to me...

I've not had a single chat or mail from you over the entire course of the dispute.
As head of the Impulse family, with a lot of conversations going with a lot of people I've never interacted with before, your name is glaringly missing from the list. You've given Impulse zero "chances" while swinging your might around, while we've been fighting for what really matters to us as a family - the lands we've held since the territory update was released.
To have some little no-name chirping on in the forums about "giving us chances" to boost his karma is quite frankly insulting.
Good fight Impulse. You've fought hard and strong, and without a doubt we'll be back again with a new home, new neighbours and allies, more determined than ever.
Looking at recent attacks on My Faction page's 'chain active' list, there was a player involved in an attack with the faction tag BS.
Clicking the BS (to the left of the player's name) took me to NS Bomb Shelter's faction page - https://www.torn.com/factions.php?step=profile&ID=21526#/ Looking through the member list there, the player in question was nowhere to be found.
So I went back to my faction's recent attack list on the active chain, and instead clicked the player's name to go to their profile instead. From their profile, I could see they were clearly not a member of NS Bomb Shelter, but instead a member of Brave Survivors - https://www.torn.com/factions.php?step=profile&ID=39960#/
Coincidentally, they both use the faction tag 'BS'.
Could it be that factions using identical tags causes the link to the left of the members name on the recent attacks list for the current active chain on 'My Faction' page to go to the lowest ID faction that uses that exact (text) tag? Even if that is not the correct faction??
Having done almost 4000 FBI Hacks, I'd say is quite a bir more than 30 arsons to make up for one failure.
The most definitive example I had was increasing NNB about 4 successful fbi hacks prior to a failure, failing one and dropping NNB, then it was approx 5-6 days of pure arson to gain it back. I don't know what that equates to with a 40 NNB, but say, 150+ nerve on attempting arsons per day for 5 days... that's 750 nerve, maybe 60 successful warehouse arsons??? I dunno, just speaking from experience.
